大型仪器设备开放共享工作“模范生”——大型天文望远镜的建设与开放共享 被引量:1

摘要 该文对大型天文望远镜的主要建设和运行环节进行梳理,并与大型仪器设备开放共享的要求比对发现,大型天文望远镜在学科领域上具有开放共享的共识。首先,建设单位基于科学设想制定设计方案,经专家论证后科学确定台址;其次,由出资部门严格把关资金预算;然后,由研制单位进行望远镜的设计、生产、装调和集成;最后,由建设单位负责运行维护并对观测数据进行开放共享。多单位密切配合、严格管理、共建共享的模式,是精准定位科研需求、优化资源配置的开放共享模式,有利于推动科研创新、人才培养质量和技术进步。大型天文望远镜鲜明的开放共享特色和示范性,是开放共享工作“模范生”。 This article focuses on the main links in the construction and operation of large astronomical telescope,and compares them with the process required for the open sharing of large-scale instruments and equipment.It is found that large astronomical telescope have a consensus on open sharing in the field of disciplines.Firstly,the construction unit formulates a design plan based on scientific assumptions,and determines the site after expert argumentation.Then the funding department strictly controls the capital budget,the development unit is responsible for design,production,installation,and integration of the telescope.Finally,the construction unit is responsible for operation and maintenance and open sharing of observation data.This model of close cooperation,strict management,and joint construction and sharing among multiple units is an open and shared model that accurately locates scientific research needs and optimizes resource allocation,which is conducive to promoting scientific research innovation,talent cultivation quality,and technological progress.The large astronomical telescope has distinct open sharing characteristics and demonstration,and is a‘model student’of open sharing work.
