摘要
大数据技术的发展为加强安全监管提供了契机,但大数据如何赋能安全监管?实现机制是什么?仍需探索。基于“无缝隙政府”理论,提出“无缝隙安全监管”模式,该模式是大数据赋能安全监管的成效保障。以H市X区“瓶装燃气”的成功治理为例,大数据可通过助力公共价值“无缝隙”生产、融通安全环节“无缝隙”管理、推动跨部门跨层级“无缝隙”联动、激励多元社会力量“无缝隙”协同,从而实现“无缝隙安全监管”。
The development of big data technology provides a new opportunity to strengthen safety supervision,but how the big data enable safety supervision and its implementation mechanisms remained to be further explored.Based on the theory of"seamless government",the paper puts forward a"seamless safety supervision"model,and points out that the model is the basic condition for big data-enabled safety supervision.Taking the successful safety management of bottled gas in X District of H City as an empirical case,this paper finds that big data can achieve seamless safety supervision,by means of helping create the production of public values,integrating the whole safety management process,promoting cross-sectoral and cross-level coordination among governments,and enabling collaborative participation of social forces.
