摘要
目前我国在深化人才工作“放管服”改革方面取得了重大进展,确立了人才工作“放管服”改革的主体政策框架,通过推进简政放权、强化放管结合、优化服务体系,更好地激发了人才活力。但在人才配套管理体制机制、放管方式、工作监管力度和服务模式等方面仍存在不足。在向第二个百年奋斗目标迈进的新征程上,我国亟需健全人才工作体制机制,坚持党管人才原则,完善政策法规体系,以“管”促“放”改进人才培养方式,“放”“管”适度持续释放用人活力,建立科学化多元化的人才评价体系,创新人才引进和流动管理办法,强化人才服务意识,改进人才服务工作,更好地培养、引进、使用、评价和激励人才。
At present,China has made great progress in deepening the reform of government functions in talent work,and has established the main policy framework of talent work reform and better stimulated the vitality of talents,by streamlining administration and delegate power,improving regulation,and upgrading services.However,there are still problems in the talent supporting management system and mechanism,talent management methods,talent supervision efforts,and talent service models.On the new journey towards the second centenary goal,China urgently needs to improve the talent development system and mechanism.Under the framework of party-led talent management system,we need toimprove the talent training mechanism through streamlining administration and delegate power and improving regulation,to moderately and continuously release the employment force.We need to build a scientific and diversified talent evaluation system,and innovate the systems of talent introduction and talent flow.We also need to increase the awareness of talent service and improve the work of talent service,to better cultivate,introduce,use,evaluate,and motivate talents.
