田园综合体空间结构布局与调整优化研究——以湖南楠木桥为例

Research on Spatial Structure Layout and Adjustment Optimization of Nanmuqiao Rural Complex in Hunan Province

湖南楠木桥田园综合体位于怀化市麻阳县谭家寨乡楠木桥村全域,近年来楠木桥村支两委抢抓政策机遇,以“三园”为基础初步建成了党建引领型田园综合体,但存在主业不强、布局不够合理、空间布局与产业匹配度不高、融合度不高等问题;依托区域资源禀赋、“三生”空间现状、产业与村庄布局现状、交通脉络与地形地貌特征,构建“一心、一带、四村寨、五区、十基地”的田园综合体空间结构布局框架,在此基础上进一步优化国土空间“三生”布局与产业结构布局,促进空间结构布局与国土“三生”空间、产业布局,及其重点项目的无缝对接。最后,从强化组织领导与部门统筹、强化考核评估与实施监督、强化科技、人才、资金支撑等方面提出了田园综合体高质量发展的政策建议。湖南楠木桥田园综合体是脱贫地区发展田园综合体实现乡村振兴的典型代表,具有重要的参考价值。

Hunan Nanmuqiao rural complex is located in the entire area of Nanmuqiao Village,Tanjiazhai Township,Mayang County,Huaihua City.In recent years,the two committees of Nanmuqiao Village branch have seized policy opportunities and preliminarily built a party building leading rural complex based on the"three parks".However,there are problems such as weak main business,unreasonable layout,low matching between spatial layout and industry,and low integration degree;Based on the regional resource endowment,the current situation of the"Three Lives"space,the layout of industries and villages,the transportation network,and the terrain and geomorphological characteristics,we will construct a spatial structure layout framework for the rural complex of"One Heart,One Belt,Four Villages,Five Zones,and Ten Bases".On this basis,we will further optimize the layout of the"Three Lives"space and industrial structure of the national territory,promote seamless integration of the spatial structure layout with the"Three Lives"space,industrial layout,and key projects of the national territory.Finally,policy recommendations for the high-quality development of rural complexes were proposed from the perspectives of strengthening organizational leadership and departmental coordination,strengthening assessment and implementation supervision,and strengthening technology talent funding support.The Nanmuqiao rural complex in Hunan is a typical representative of rural revitalization achieved by developing rural complexes in poverty-stricken areas,and has significant reference value.
