民国时期商洛地方政府在乡贤文化的构建上主要通过大力建设以“廉能”为特征的仕宦文化,继续弘扬“天下有道则现,无道则隐”的高士文化等措施,引导士人奋发向上、积极入仕、恪尽职守、刚直不阿、清正廉洁、气节高尚,以期澄清地方吏治,加强地方政治建设。

During the period of the Republic of China,the local government of Shangluo vigorously constructed the official culture characterized by"honesty and ability",continued to carry forward the official culture of"where there is morality,there is way,otherwise,the other way",and constructed the local meritocracy culture.The main purpose of this culture was to guide the scholars to strive forward,actively enter the official ranks,fulfill their duties,be upright,honest and noble,so as to clarify the local officials and strengthen the local political construction.
