第四次工业革命掀起了地方政府数字化转型的浪潮,内核理念更迭和数字技术升级成为地方政府数字化转型面临的重大难题。基于此,尝试以“整体智治”为全新理念,以数字化治理为实践基础,借鉴浙江省实践经验,探索地方政府如何实现数字化转型。

The fourth Industrial revolution has set off a wave of government digital transformation.The change of core concept and the upgrade of digital technology have become the major problems faced by the government digital transformation.Based on this,this paper tries to take integrated and intelligent governance as the new concept,take digital governance as the practical basis,and draw lessons from the practical experience of Zhejiang Province to explore how local government can realize digital transformation.
