长江岸线管控现状及对策研究

Management and Control of Yangtze River Shoreline:Current Situation and Measures

长江岸线是支撑长江经济带发展的主要资源,加强长江岸线管控,是保障防洪、供水、通航、生态安全的迫切需要。《长江保护法》施行后,对长江岸线管理提出了更严格管控要求。目前,长江岸线管理还存在法规体系不健全、管理职责交叉、规划顶层设计及相关标准尚需完善、监管责任界限不清晰等问题。针对这些问题,从完善岸线法律法规及配套制度、健全岸线管理体制机制、修编规划和岸线管理相关技术标准制定、强化岸线管理全过程监督等方面提出对策建议。研究成果可为长江大保护提供决策支持。

The Yangtze River shoreline is a crucial resource for supporting the development of the Yangtze River Economic Belt.Strengthening the management and control of the Yangtze River shoreline is an urgent need for ensuring flood control,water supply,navigation,and ecological safety.The implementation of the Yangtze River Protection Law has raised more stringent requirements for the management of the Yangtze River shoreline.Currently,the management of Yangtze River shoreline is faced with problems such as incomplete regulatory system,overlapping managerial responsibilities,imperfect top-level planning and related standards,and unclear delineation of supervisory responsibilities.In response to these problems,we propose suggestions from aspects of improving laws and regulations,establishing sound shoreline management systems and mechanisms,formulating technical standards related to shoreline management,and enhancing the whole-process supervision of shoreline management.The research findings provide decision-making support for the protection of the Yangtze River.
