加快水利技术标准提档升级的思考和建议

摘要 水利技术标准是水利工程的技术支撑和保障。加快水利技术标准提档升级,对推进水利高质量发展以及提高中国水利技术标准国际地位和影响力具有积极意义。归纳总结了水利技术标准的发展历程及现状,分析了现有水利技术标准体系存在的短板。提出了进一步改革标准供给体系、继续强化水利技术标准向国际化标准转化、实施企业标准领跑者制度、推进地方标准化综合改革、加大标准化工作投入力度等建议意见。 Technical standards serve as the backbone and guarantee of water conservancy engineering technology.Accelerating the upgrading and improvement of water conservancy technical standards will have significant positive implications for promoting high-quality development in China's water conservancy industry and enhancing the international status and influence of Chinese water conservancy technical standards.This paper provides an overview of the development process and current status of water conservancy technical standards.In addition,this paper presents the deficiencies of the existing water conservancy technical standard system and offers recommendations for accelerating the upgrading of water conservancy technical standards.These recommendations include further reforming the standard supply system,continuously transforming water conservancy technical standards into international standards,implementing the leader system for enterprise standard,promoting comprehensive reform of local standardization,and increasing investment in standardization work.
