Strategies for Design Enterprises to Deal with Subsidy Withdrawal of Offshore Wind Power

针对国家取消新增海上风电装机中央财政补贴,从电力设计企业的角度探究应对策略,从技术创新、资源利用、市场竞争、利用“地补”政策四个方面,针对海上风电项目降本方向和措施进行了分析,提出海上风电向“平价上网”过渡的观点和建议,可为海上风电项目投资建设提供参考。

In view of the current situation of the state canceling the central financial subsidy for the newly increased offshore wind power installation,this paper explores the coping strategies from the perspective of power design enterprises,analyzes the cost reduction direction and measures of offshore wind power projects from the four aspects of technological innovation,resource utilization,market competition,and the use of “local subsidy” policy,and puts forward the views and suggestions on the transition from offshore wind power to “affordable access to grid”,It can provide reference for the investment and construction of offshore wind power projects.
