中国资源枯竭型城市政策扶持对工业用地利用效率的影响 被引量:1

摘要 研究目的:检验资源枯竭型城市政策扶持对于工业用地利用效率提升的作用效果,以期为推动资源枯竭型城市工业用地提质增效与扶持政策的精准实施提供决策依据。研究方法:基于DEA的超效率SBM-Undesirable模型与多期双重差分模型。研究结果:(1)研究期内,中国资源枯竭型城市工业用地利用效率显著提升,但整体水平依旧滞后于资源富集型城市和非资源型城市。(2)政策扶持有效促进了资源枯竭型城市工业用地利用效率的提升,其影响效应存在一定的滞后性。(3)政策扶持对于工业用地利用效率的影响在不同地理区位、人口规模和资源类型分组中具有明显的异质性。扶持政策的实施对于东部城市、矿业城市工业用地利用效率提升起到显著的推动作用;与小城市相比,大中城市工业用地利用效率提升受政策扶持的驱动效果更加明显。研究结论:应当结合各地区功能定位和比较优势,继续细化扶持政策的精准实施,纾困不同类型资源枯竭型城市工业行业结构优化与转型升级;鼓励资源枯竭型城市创新工业用地供应方式,盘活利用闲置低效工业空间,凝练可推广的工业用地绿色利用模式。 The purpose of this study is to investigate the impact of policy support for resource-exhausted cities on industrial land use efficiency in China,to provide decision-making basis for promoting the industrial land use efficiency of resource-exhausted cities and the precise implementation of supporting policies.The research methods include the Super SBM-Undesirable model with DEA and the multi-period difference-in-differences model.The research results show that the mean value of industrial land use efficiency of resource-exhausted cities in China has improved significantly since the implementation of the supporting policies,but still remains far below the average level of resourcerich cities and non-resource-based cities.Policy support has effectively promoted the average level of industrial land use efficiency in resource-exhausted cities,while the impact has obvious time-lag effect.The impact of policy support on industrial land use efficiency has a significant heterogeneity in resource-exhausted cities with different geographical location,different city sizes and different resource types.Policy support has significantly promoted the improvement of industrial land use efficiency in eastern cities and mining cities.Compared with small cities,policy support has a more significant promoting effect on the industrial land use efficiency in large and medium-sized cities.In conclusion,we should sufficiently consider the functional positioning and comparative advantages of different cities,refine the precise implementation of support policies,and precisely promote the industrial structure optimization,transformation and upgrading of different resource-exhausted cities.It is also necessary to improve the supply mode of new industrial land,promote the revitalization and utilization of idle and inefficient industrial space,and explore the green utilization mode of industrial land that can be promoted.
