摘要
本文对多元共治教育治理理论脉络和实践发展进行了梳理,论证了下沉式教育公益服务模式被视为“社会参与”教育治理分析框架的合理性。运用参与式观察、线上线下访谈等方法收集整理教育公益服务的行动案例,描述教育公益服务过程,由此揭示下沉式教育公益服务模式的创新价值及不足。本文认为,下沉式教育公益行动有助于动态及时识别一线教育需求、广泛募集资源、缩小教育获得的群体差距和区域差距,缓解教育公共服务的公地困境。与此同时,本文提出公共性的边界和教育志愿失灵是摆在教育公益服务面前的两大难题。为此,可从为政府供给教育公共服务的规模化规范化提供靶向、为市场提供服务的定价合理化提供参照两个方向上推动教育公益服务机制可持续创新。
The core research question is what is the essential part of social organizations in the innovation of education governance when they participated in providing public education services?This paper sorts out the core proposition of the theoretical paradigm of educational governance,namely the theoretical context and practical development of multiple co-governance,and then analyzes how the rationality of the sinking education public service model serves as the concrete"social participation"education governance framework.Thirdly,the participatory observation,online and face-to-face interviews and other methods are used to collect and sort out the action cases of educational public service,and describe the declining process of educational public service.Again,the three innovative values and two deficiencies of the sinking education public service model are refined.Dynamic and timely identification of front-line education needs,extensive collection of resources,and high matching between supply and demand of education public service can help narrow the group gap and regional gap in education access,and alleviate the plight of the public place of education public service.The measurement of public nature and the failure of education voluntary work are two major problems.Finally,the paper proposes that under the perspective of comparison with the administrative mechanism and market mechanism,it provides the target for the scale standardization of the government and the reference for the pricing rationalization of the market service,which is the possible direction of the research of continuous innovation of education public service mechanism.
