长江经济带基本公共服务均等化水平测度研究

Research on Measuring the Equalization Level of Basic Public Services in the Yangtze River Economic Belt

推动长江经济带基本公共服务均等化对实现共同富裕具有重要意义。建立衡量基本公共服务水平的指标体系,采用熵值法对2015—2020年长江经济带11个省市的基本公共服务水平进行测算,进而采用泰尔指数及其分解指数对长江经济带基本公共服务均等化水平进行测度。研究结果表明,在样本时期内,长江经济带大部分省市的基本公共服务水平都有不同程度的提升,但地区间存在较大差距,下游地区的基本公共服务水平明显高于中游和上游地区;长江经济带基本公共服务均等化水平逐年提升,中游地区的均等化水平最高,上游次之,下游最低,但均等化水平提升最多的是下游地区。建议长江经济带各省市在发展中补齐短板、缩小差距,健全保障机制,强化服务能力。

Promoting the equalization of basic public services in the Yangtze River Economic Belt is of great significance to achieving common prosperity.Having established an index system to measure the level of basic public services,this paper uses the entropy method to estimate the level of basic public services in 11 provinces and cities in the Yangtze River Economic Belt from 2015 to 2020,and then uses the Thiel index and its decomposition index to measure the equalization level of basic public services in the Yangtze River Economic Belt.The results show that the level of basic public services in most provinces and cities in the Yangtze River Economic Belt has improved to varying degrees during the sample period,but there are large differences between regions,and the level of basic public services in the downstream area is significantly higher than that in the midstream and upstream areas.The level of equalization of basic public services in the Yangtze River Economic Belt has increased year by year,with the highest level of equalization in the midstream area,followed by the upstream area and the lowest in the downstream area,but it is the downstream area that has seen the greatest increase in equalization.It is recommended that all provinces and cities in the Yangtze River Economic Belt should make up for shortcomings and narrow gaps,improve the guarantee mechanism,and strengthen public service capacity in the course of development.
