基于内容分析法的江苏省营商环境政策研究

Research on Business Environment Policies in Jiangsu Province Based on Content Analysis

以江苏省政府2017—2022年出台的营商环境政策文本为研究对象,通过内容分析法研究政策内容及其差异。借助NVivo软件,围绕发文数量、标题词频与文件类型等展开初步分析,采用扎根理论提炼出10个一级指标和24个二级指标,并从政府层面与企业层面两个维度对政策内容进行交叉分析。基于此,从完善“数智化”营商环境政策、注重与人才政策的融合、构建新型政商关系、提升跨境贸易便利化水平、加强对欠发达地区的扶持五方面提出政策优化建议,助力江苏省打造高质量的营商环境。

Taking the text of business environment policies issued by the government of Jiangsu Province from 2017 to 2022 as the research object,this paper studies the content of the policies and their differences through content analysis.With the help of NVivo software,a preliminary analysis is conducted on the number of documents issued,word frequency and document type,and 10 primary indicators and 24 secondary indicators are extracted by using grounded theory.In addition,the policy content is cross-analyzed at both the government and business levels.Based on this,suggestions for policy optimization are proposed from the following five aspects:refining the digital-intelligence business environment policies,focusing on the integration with talent policies,building a new type of government-business relationship,improving the level of cross-border trade facilitation,and strengthening support for underdeveloped regions,so as to help Jiangsu Province create a high-quality business environment.
