跨部门政务数据共享参与意愿的形成机理研究:一个理论解释框架

[目的/意义]立足政务部门视角,厘清其在跨部门政务数据共享中的参与意愿形成机理,有助于实现政务数据跨界流动。[方法/过程]结合文献研究与逻辑分析,构建一个以解释部门共享参与意愿成因为目的的理论框架。[结果/结论]从理论内涵看,跨部门政务数据共享是指各政务部门在不破坏行政边界前提下,共同配置政务数据权属并共创数据资产价值的过程。在此过程中,部门共享参与意愿,是其对特定制度环境中数据共享的预期风险、成本和收益的综合评估结果。理论分析表明,支持共享的部门间协作关系、较强的共享绩效可测性和较低的数据资产专用性,是部门共享参与意愿形成的重要动因。结合研究结果可知,各级政府的数据主管部门应从部门间统筹管理、共享过程协调和共享数据权属界定等方面聚力,推动部门共享参与意愿形成,破解持续参与困境。

[Purpose/Significance]Based on the perspective of government departments,clarifying the for-mation mechanism of participation willingness in cross-agency government data sharing(CGDS),is helpful for promoting the cross-border flow of government data.[Method/Process]Combined with literature research and logical analysis,this paper constructed a theoretical framework to explain the formation mechanism of the partic-ipation willingness in CGDS.[Result/Conclusion]From the theoretical connotation,CGDS is a process in which all agencies jointly allocate the stewardship of government data and create its asset value without destroying the ad-ministrative boundary.In this process,the formation of shared participation willingness of departments is a compre-hensive assessment of the expected risks,costs,and benefits of data sharing in a specific institutional environment.Theoretical analysis shows that collaborative relationships that support CGDS,strong scalability of sharing perfor-mance,and low data asset specificity are important drivers for the formation of shared participation willingness of departments.Based on the research results,it can be concluded that data regulatory departments should enhance the cross-agency collaborative coordination skills,scalability of shared performance,and classify data into different levels to promote the formation of agencies'willingness to participate in cross-agency data sharing and to solve the dilemma of continuous participation.
