中巴经济走廊助力新疆贸易高质量发展的策略研究

Research on Strategies for China-Pakistan Economic Corridor Boosting the High-quality Development of Trade in Xinjiang

作为“一带一路”倡议旗舰项目,中巴经济走廊建设卓有成效。丝绸之路经济带核心区建设为新疆经济贸易高质量发展带来了重要机遇,独特的区位优势使其逐步建成沿边开放高地。本文在产业、省区层面分析中巴经济走廊贸易发展形势的基础上,研究丝绸之路经济带核心区在中巴贸易合作中的枢纽作用实践与潜力,进而提出明确丝绸之路经济带核心区的支点功能定位;凝聚各方力量,强化资源聚集,以经济开发区、综合保税区为基础,争取自由贸易试验区和内陆无水港建设;加强与巴基斯坦经贸合作,扩大中巴贸易规模等对策建议,以供参考。

As an important project of the“Belt and Road”initiative,the construction of the China-Pakistan Economic Corridor has made great achievements.The construction of the silk road economic belt core areas has brought important opportunities for the high-quality development of Xinjiang’s economy and trade,and its unique location has enabled it to gradually become a highland of opening up along the border.Based on the analysis of the trade development situation of the China-Pakistan Economic Corridor at the industrial and provincial levels,this paper studies the practice and potential of the pivotal role of the silk road economic belt core areas in China-Pakistan trade cooperation and then proposes to clarify the functional positioning of the silk road economic belt core areas,gather the strength of all parties,strengthen the gathering of resources,strive for pilot free trade zones and inland dry ports in terms of economic development zones and comprehensive bonded zones,strengthen economic and trade cooperation with Pakistan,expand the scale of trade between China and Pakistan,etc.,for reference.
