行动者网络视域下政企合作型数字农业发展机制探究——以山东省L市J公社为例

Research on the Development Mechanism of Government-ernterprise Cooperation Digital Agriculture from the Perspective of Actor Network:Taking Commune J of City L,Shandong Province as an Example

数字农业是推进数字中国战略、建设数字乡村的内在要求,是全面推进乡村振兴和农业转型的必然趋势。通过访谈法,获得L市J公社政企合作型数字农业发展的一手调研材料,借助行动者网络理论构建分析框架,剖析L市J公社数字农业发展过程中行动者网络建构过程,并辅以理性人假设作进一步分析。研究表明,L市J公社数字农业发展过程中,形成了以L市J公社为关键行动者,以镇政府、村党支部、村民、外部企业等人类行动者和以土地及差序格局人际关系等非人类行动者参与的异质性行动者网络,构建了公社主导-镇政府支持-村党支部引导-外部企业推动等多方共同推动的网络联盟。因此,传统农业向政企合作型数字农业转型时,应明确关键行动者自身定位,激发内源动力;借助外援动力,发挥异质行动者最大优势;整合内源和外援动力,扩大并稳固网络联盟。

Digital agriculture is the internal requirement of promoting the digital China strategy and build-ing digital countryside,and is the inevitable trend of comprehensively promoting rural revitalization and agricultural transformation.Through the interview method,the first-hand research materials of the develop-ment of Commune J's government-enterprise cooperation digital agriculture of City L were obtained.With the help of the analysis framework of the actor network theory,the construction process of the actor network in the development of commune J's digital agriculture of City L was analyzed,and the rational person hy-pothesis was supplemented for further analysis.The research shows that during the development of digital agriculture in Commune J of City L,a heterogeneous network of actors has been formed,with Commune J of City L as the key actor,human actors such as town government,village party branch,villagers,exter-nal enterprises,and non-human actors such as land and interpersonal relationships in a differential pattern,and a network alliance has been formed,which is jointly promoted by commune leadership,town govern-ment support,village party branch guidance,and external enterprise promotion.Therefore,when trans-forming traditional agriculture into government-enterprise cooperation digital agriculture,the key actors should clarify their own positioning to stimulate endogenous power;borrow the power of foreign aid to give full play to the maximum advantages of heterogeneous actors;integrate the internal and external assis-tance power to expand and stabilize the network alliance.
