构建“三治合一”乡村治理体系的现实意蕴及优化路径

“三治合一”乡村治理体系建设既是推进国家治理体系和治理能力现代化的基础和前提,是实现乡村治理体系和治理能力现代化的应有之义,更为有效推进乡村振兴战略提供了方法论导向。“三治合一”乡村治理体系建设却面临自治功能遭到削弱、乡村原有传统价值体系明显衰落、法治乡村建设陷入情法两难困境等多重现实挑战。应通过加强农村基层党组织对“三治合一”的引领能力、健全完善村民自治制度和监督制度、建立健全德治教育制度以及法治保障制度等一系列措施,推动实现党建引领下的自治、法治、德治三者间的有机融合。通过制度供给激活乡村社会的内生秩序,提升乡村社会治理的现代化和社会化水平,以达到强化制度供给的目的,最终实现乡村社会的有效治理。

The construction of the"three-in-one"rural governance system is not only the basis and premise of pro⁃moting the modernization of the national governance system and governance capacity,but also the proper connota⁃tion of realizing the modernization of the rural governance system and governance capacity.It provides an effective methodology for the promotion of Rural Vitalization.in practice,the construction of the"three-in-one"rural gover⁃nance system is faced with multiple practical challenges,such as the weakening of its autonomous function,the obvi⁃ous decline of the original traditional value system in the countryside,and the dilemma between affinity and law in rural construction.A series of measures should be taken,such as strengthening the leading ability of rural grassroot party organizations for the"three-in-one governance",improving the villagers'self-governance system and supervi⁃sion system,establishing and improving the moral education system and the legal guarantee system,etc,to truly re⁃alize the guiding function of party building.The organic integration of self-governance,rule of law,and rule of virtue under the rule of law activates the endogenous order of rural societythrough institutional supply and improve the modernization and socialization level of rural social governance,so as to achieve the purpose of strengthening insti⁃tutional supply,and ultimately realize the effective governance of rural society.
