国际政治经济格局加速调整重构,深刻影响我国工程企业“走出去”的外部环境,境外新签合同额和营业额短期内均出现下滑态势。随着海外炼化工程承包市场竞争愈加激烈,面向国际工程市场的海外项目投标报价和费用估算水平的不足愈加凸显,在国际项目竞争中,尤其是我国企业与国际知名工程公司在EPC投标合作中,工作思路、方式方法等方面存在较大差异,亟需提升我国企业在国际工程市场的投标报价能力,在理论指导下,建设一套自有的投标估算体系。

The international political and economic structure is accelerating adjustment and reconstruction,which has a profound impact on the external environment for China's engineering enterprises to"go global".In the short term,the amount of new overseas contracts and turnover are declining.With the increasingly fierce competition in the overseas refining and petrochemical engineering market,the insufficiency of the overseas project bidding and cost estimation level for the international engineering market has become more and more prominent.In the international project competition,especially in the EPC bidding cooperation between China's enterprises and international well-known engineering enterprises,there are great differences in working ideas,methods and other aspects.It is urgent to improve the bidding ability of China's enterprises in the international engineering market,and establish a self owned bidding estimation system under theoretical guidance.
