两阶段DEA超效率对博物馆文化服务效率评价

Two-Stage DEA Super-Efficiency Evaluation of the Efficiency of Museum Cultural Services

博物馆是地区公共文化服务体系的重要组成部分。本研究基于两阶段DEA模型,在规模收益改变(VRS)的条件下,考虑了各省份间的竞争关系。将两阶段加性模型与超效率模型相结合,减少了各省文化服务效率相同的排序,增加了区分度。同时,利用乘子模型与包络模型在两阶段网络结构中等价关系对2020年中国博物馆文化服务效率进行研究分析;得出西部地区博物馆文化服务效率较高,并且博物馆文化服务效率与经济发展水平无直接关联。同将模型结果与博物馆领域现有评级结果进行对比,得出部分地区存在较大差异。对于低效率的省份通过投影值对其投入产出指标进行调整,根据调整量分析出地方文化财务支出冗余是省份无效的主要原因。

Museums are an important component of the regional public cultural service system.This study utilized a two-stage DEA model under variable returns to scale(VRS)while considering the competitive relationships between provinces.By combining a two-stage additive model with a super-efficiency model,the ranking of provinces with the same cultural service efficiency was reduced and differentiation was increased.Furthermore,the multiplier model and envelope model were employed to study the cultural service efficiency of Chinese museums in 2020 in the two-stage network structure,finding that the western region has higher efficiency and that there is no direct correlation between museum cultural service efficiency and economic development level.By comparing the model results with existing rating results in the museum field,significant differences were found in some regions.For provinces with low efficiency,adjustments were made to their input-output indicators using projection values,and it was found that redundant local financial expenditure on culture was the primary cause of provincial inefficiency based on the amount of adjustment.
