基于排污许可制度的温室气体排放报告模式研究

Study on Greenhouse Gas Emission Reporting Model Based on Emission Permit System

结合排污许可制度和温室气体排放报告制度的实施现状与改革形势,系统分析两项制度的要求和异同,从“一证式”管理的角度出发,探索提出基于排污许可制度的温室气体排放报告模式。在此基础上提出构建与排污许可制度相一致的三层分级管理机制、执法检查与第三方核查联动的温室气体排放报告监管新模式,循序渐进推进排污许可制度与温室气体排放管控制度衔接,以及进一步完善温室气体和污染物协同管控的法制路径等政策建议。

This paper combines the current implementation status and reform situation of the emission permit system and the greenhouse gas emission reporting system,systematically analyzes the requirements and similarities of the two systems,explores and proposes a greenhouse gas emission reporting model based on the emission permit system from the perspective of"one-permit"management,suggests the construction of a three-tier hierarchical management mechanism consistent with the emission permit system,and a new model of greenhouse gas emission reporting regulation with the linkage of law enforcement inspection and third-party verification,gradually promotes the interface between the emission permit system and the greenhouse gas emission control system,and further studies the legal basis for the synergistic control of greenhouse gas emission and pollutants.
