“动因-关系”理论视角下我国国际救援发展现状分析

Analysis of Chinese International Rescue Development from the Perspective of“Motivation-Relationship”Theory

基于“动因-关系”理论,结合我国参与的国际救援实践,从人道主义、经济因素和政治因素三方面动因和国际关系视角阐释我国国际救援发展现状。我国国际救援存在合作协调机制、信息交换机制缺乏,应急救援行动预案体系不完善,社会应急力量参与救援标准不健全等问题。提出完善应急救援协调机制、加强应急救援信息共享、完善救援法制建设和建立社会应急救援力量参与救援的统一标准等国际救援政策建议。

On the basis of“Motivations-Relationship”theory and with China's participation in the international relief practice,this paper illustrates the status of international rescue in China from the perspective of humanitarian,economic and political factors and international relations.There are such problems in China's international rescue as lack of cooperation and coordination mechanism and information exchange mechanism,imperfect emergency rescue action plan system,and imperfect standards for social emergency forces to participate in rescue.Finally,it puts forward some international rescue policy suggestions,such as improving emergency rescue coordination mechanism,strengthening emergency rescue information sharing,improving rescue legal system construction,and establishing unified standards etc..
