面向实施的城乡风貌框架体系构建——以新昌县为例

Constructing an Urban and Rural Landscape Framework System Based on Control and Implementation:Taking Xinchang County as an Example

针对在传统城市景观风貌规划与工程实施等方面存在的短板,以新昌县为例,构建了以内容框架、行动框架、空间框架为核心的城乡风貌整治提升框架体系,探索了在规划管控与行动实施的双重视角下,新时期城乡风貌整治提升的行动路径和主要内容。研究紧抓管控提升的内容与重点,制定工作组织的纲领与过程,明确多尺度的内容与引导,旨在构建以规划为手段,管控为保障,实施为导向的全要素、全过程、全周期的综合框架体系。

This article aims to address the shortcomings of traditional urban landscape planning by using Xinchang County as an example to construct a framework system for urban and rural landscape renovation and improvement,with a content framework,action framework,and spatial framework at its core.Additionally this article explores the path and main content of urban and rural landscape improvement in the new era from the dual perspectives of planning control and implementation.The research covers the content and key points of style improvement,the level and process of work organization,and the way and outline of action promotion.The goal is to build a comprehensive framework system that uses planning as the means,management and control as the guarantee,and implementation as the guidance,encompassing all elements,the whole process,and the entire cycle.
