随着基本建设领域市场竞争加剧,工程勘察设计企业需不断加强内部管理,挖掘释放管理红利,提高自身竞争力,以求在激烈的市场竞争中立于不败之地。全面预算管理是提高企业管理水平的重要抓手,企业可借助全面预算管理体系,确保企业沿着既定的战略目标,更好实现经营成果。文章通过对工程勘察设计企业现状的分析,针对全面预算管理的内容与作用,观察工程勘察设计企业中全面预算管理实施现状、分析存在的问题,寻找对策,以战略目标为编制全面预算管理的基础,确立与业务衔接的全面预算信息化系统,加强预算过程控制,完善预算考评激励制度等,论述全面预算管理体系在工程勘察设计企业中的应用,供同行参考指正。

With intensified market competition in the field of capital construction,engineering survey and design enterprises need to continuously strengthen internal management,tap and release management dividends,and improve their own competitiveness,to remain invincible in fierce market competition.Comprehensive budget management is an important way to improve the management level of enterprises,which enterprises can depend on to ensure better outcomes of operation by pursuing established strategic goals.Through an analysis of the status quo of engineering survey and design enterprises,with the content and role of comprehensive budget management as a focus,this paper observed the current implementation of comprehensive budget management,analyzed existing problems,and sought countermeasures.With strategic goals as a basis for developing comprehensive budget management,an information-based comprehensive budget system was established in connection with operations,to strengthen the control of the budget process and improve systems for budget evaluation and incentives.The application of the comprehensive budget system in engineering survey and design enterprises was also expounded for reference and correction by colleagues in the industry.
