摘要
经过国内二十余年的规划实践探索,旧城复兴这一议题已对更新过程中“存量文化资源的资本化路径”进行了充分探讨。然而,在房地产政策调控和土地财政式微的背景下,以地产开发为代表的复兴模式逐渐失效。旧城复兴的问题核心从前期以土地增值为核心的资本化环节,转向保障文化资本持续增殖的全过程。通过借鉴城市文化资本增殖的研究方法,总结旧城复兴具有“原始资本投入与增殖收益多元化、以空间资源配置为生产核心、流通使用中发生文化价值增殖”的特征。最后以三江六岸实践为例,从资本可持续增殖的视角,针对资本投入阶段、生产阶段、流通积累阶段三个阶段制定规划策略,进行具体阐述。
After more than 20 years of planning and practical exploration in China,the issue of old city revitalization has fully discussed the"capitalization path of cultural resources"in the renewal process.However,under the background of real estate policy regulation and weakened land finance,the revitalization mode represented by real estate development is gradually losing its effectiveness.The core problem of old city revitalization has shifted from the capitalization stage with land value appreciation as the core to the entire process of ensuring the sustainable growth of cultural capital.By drawing on research methods for urban cultural capital growth,the characteristics of old city revitalization are summarized as having"diversified original capital investment and growth income,spatial resource allocation as the production core,and cultural value growth occurring in circulation and use."Finally,taking the practice of the Riversides Area as an example,planning strategies are developed for the capital investment stage,production stage,and circulation accumulation stage from the perspective of sustainable capital growth.
