城市运营理念引导下的新区发展——基于横琴新区规划编制与实施视角的分析

The Development of Urban New Districts under the Guidance of Urban Management-Analysis Based on the Planning Implementation Evaluation of Hengqin New District

横琴新区作为第3个国家级新区于2009年设立,至2021年转设横琴粤澳深度合作区。通过对横琴新区时代相关空间性规划编制与实施的分析,可以看到城市运营的理念始终根植于横琴规划编制到实施的全过程中,对新区的发展起到了全方位的引领和支撑作用。总体上,城市运营理念的影响充分体现出横琴新区城市运营和规划编制实施在系统联动、长期协同和务实操作三个方面体现出的整体特征,但同时也存在人口、产业、空间三大结构有待平衡,服务、文化、韧性三大系统有待提升问题。从城市运营角度出发,这些特征和问题反映出横琴新区做到了政府角色的重新定位,体现了城市运营的长期主义,搭建了市场化的运营平台,实现了城市空间价值的系统提升。最后,本文提出了基于城市运营视角下对横琴粤澳深度合作区规划编制和实施策略建议。

Hengqin New District is the third national-level new district established in 2007,and until 2021,it has been converted to Guangdong-Macao In-Depth Cooperation Zone in Hengqin.Through the analysis of planning implementation of Hengqin New District,urban management theory has always been rooted in the whole process of its planning and implementation.In general,the influence of urban management theory fully reflects the overall characteristics in three aspects:system linkage,long-term coordination and pragmatic operation,but there are also problems in the coordination of population,industry and space and the balance of service,culture and resilience.From the perspective of urban management,these characteristics and problems also reflect that Hengqin New District has achieved the repositioning of the role of the government,reflected the long-term principle of urban management,built a market-oriented operation platform,and realized the systematic improvement of urban space value.Finally,this paper puts forward strategic suggestions for the planning and implementation of Guangdong-Macao In-Depth Cooperation Zone in Hengqin from the perspective of urban management.
