拉美主要国家对“一带一路”倡议的认知差异、原因及改善路径

Cognitive Differences, Causes and Improvement Path of the Belt and Road Initiative in Major Latin American Countries

“一带一路”倡议提出近十年来,取得了令人瞩目的成就。2022年拉美主要国家阿根廷正式签署“一带一路”合作备忘录,标志着“一带一路”倡议在拉美逐步走深走实。尽管如此,拉美世界对“一带一路”倡议的反应并不相同,同为拉美大国且与中国经贸合作持续深化的巴西尚未表态,这一现象与中国同拉美国家持续深化合作的现状和愿景相悖,表明拉美国家对“一带一路”倡议的认知存在差异。从拉美学者对“一带一路”的差异化认知入手,分析拉美国家对“一带一路”倡议认知差异形成的原因,从而为推动“一带一路”倡议在拉美的深入发展提供可行性路径。

The Belt and Road initiative has made remarkable achievements in the past ten years,and in 2022 Argentina took the lead in formally signing the Belt and Road memorandum,marking the gradual implementation of the Belt and Road initiative in Latin America.Despite this,Latin American countries have not reacted similarly to the Belt and Road initiative.Brazil's economic and trade cooperation with China continues to deepen as the largest country in Latin America.However,Brazil has not yet intended to join the Belt and Road initiative.This phenomenon contradicts the current situation and vision of China’s deepening cooperation with Latin American countries and regions.It shows differences in the perceptions of the Belt and Road initiative in Latin American countries and regions.This paper analyses the reasons for the differences in Latin American countries’perceptions of the Belt and Road initiative,starting from the different perceptions of Latin American scholars of the Belt and Road initiative,and provides possible paths for promoting the further development of the Belt and Road initiative in Latin America.
