摘要
文章为莱茵河流域考察研究报告。该次考察历时10天,考察路线始自莱茵河上游瑞士巴塞尔,止于荷兰奈梅亨,就莱茵河城市和产业发展、水资源利用、滨水空间利用和巨型工程项目进行实地考察,不仅建立了莱茵河流域可持续发展的概念框架,也从水资源利用和城市、产业发展为我国长江等大流域“从大开发走向大保护”提供了学习机会。报告是在实地考察的基础上进一步收集资料进行相关研究的成果,从时空演化视角系统地展示莱茵河流域发展。3400万年自然演化形成了莱茵河流域的自然景观和山水格局,3000年人类活动孕育了欧洲大陆文化,200年工业化和水资源开发利用锻造了欧洲乃至世界经济重心。工业革命后,人类活动对莱茵河流域的自然、环境和生态系统造成了巨大的破坏,也成为当下气候变化议题需要关注的重点地区和重要案例。2010年以来,莱茵河流域国际保护委员会以及欧盟采取的重大行动计划,尤其在减缓和适应全球气候变化的挑战方面进行了卓有成效的工作,值得关注。
This is a research report on the Rhine River Basin.Based on our 10-day investigation route started from Basel,Switzerland,on the upper Rhine to Nijmegen,the Netherlands.The field investigation was conducted on the urban and industrial development,the water resources utilization,the waterfront space utilization,and the mega-engineering projects of the Rhine not only help us develop a conceptual framework for the sustainable development of the Rhine River Basin but also provides learning opportunities for the Yangtze River Basin and other large basins in China transforming from development to protection in terms of water resources utilization and urban and industrial development.Based on the collected data and other related research,this report systematically elaborates the development of the Rhine River Basin from a spatial-temporal perspective.34 million years of natural evolution have reshaped the natural landscape of the Rhine,3,000 years of human activities have given birth to continental European culture,and 200 years of industrialization and water exploitation have created the economic center of Europe and the world.Since the Industrial Revolution,human activities have caused enormous damage to nature,the environment,and the ecosystems of the Rhine River Basin,making it a key area and an important case of current climate change.Since 2010,a series of action plans have been adopted by ICPR(International Commission for the Protection of the Rhine)and EU(European Union).These plans are helpful for mitigating and adapting to global climate change.
