西安市水旱灾害风险普查成果在城区排洪能力提升中的应用

Application of the Flood and Drought Disaster Risk Survey Results in Xi'an to the Improvement of Urban Flood Discharge Capacity

第一次全国自然灾害综合风险普查西安市水旱灾害风险普查工作,历时2年基本完成,本次普查经过实地调查,摸清了西安市水旱灾害风险隐患“家底”。如何将普查成果进行应用与实践,解决工作实际需求成为一项重要课题。结合西安市水旱灾害风险普查洪水隐患调查成果及中小河流洪水淹没图成果,对西安市排洪系统现状进行梳理,分析城区排洪河渠在遭遇标准内及超标准洪水时存在的问题,并结合实际提出具有可操作性的城区排洪能力提升措施及建议。

The first national comprehensive risk survey of natural disasters in Xi'an was completed over a period of 2 years.Through on-site investigations,the hidden dangers of water and drought disasters in Xi'an were identified.How to apply and practice census results to meet practical work needs has become an important topic.Based on the flood hazard investigation results of the flood and drought risk survey in Xi'an City and the flood inundation map results of small and medium-sized rivers,this paper sorts out the current situation of the flood discharge system in Xi'an City,analyzes the problems of urban flood discharge channels when encountering standard or exceeding standard floods,and proposes feasible measures and suggestions for improving urban flood discharge capacity in combination with practical situations.
