赋权增能理论视域下居民参与社区治理的路径探析——以L社区治理实践为例

The Path for Residents to Participate in Community Governance in the Perspective of Empowerment Theory

居民参与缺失是社区治理的现实困境,其实质是赋权不够和增能不足。L社区通过搭建参与平台、明确参与主体、廓清参与内容、规范参与过程和评定参与效果等措施,赋予居民自治权利和激发居民内在潜能,助推居民参与社区治理,取得了较好的治理成效。L社区治理实践表明,社区治理可从制度、组织和文化三方面赋权增能,落实居民参与制度、畅通居民参与的组织化路径和培育居民社区公共精神,从而为居民参与社区治理提供保障。

The lack of residents'participation is the realistic predicament of community governance,whose fundamental reason is insufficient empowerment and energy increase.The L community endows the residents with the right of self-government and stimulates the residents'inner potential by establishing the platform of participation,defining the participants,precise content of participation,standardizing the process of participation and evaluating the effect of participation.The practice shows that community participation can empower residents from three aspects of system,organization and culture,implement the system of residents'participation,smooth the organizational path of residents'participation,and cultivate the public spirit of residents'community,so as to provide guarantee for residents'participation in community governance.
