生态文明视角下的耕地保护机制研究

生态文明视角下,厘清耕地保护价值和作用,聚焦新的保护诉求,加强生态治理,有利于我国进入新的生态文明建设阶段。分析生态文明视角下的耕地保护要求,发现其切实关注农民利益,期望在用养结合过程中维护耕地健康,保障粮食安全。基于此,切实分析生态文明视角下的耕地保护目标,从优化耕地利益分配体系,构建专项保护基金、促进多元部门协同管理,争取实现技术突破、基于生态文明完善立法,完善耕地保护法律3个方面入手,提升耕地保护的完善性与系统性,争取在保护机制优化阶段加强生态文明建设。

From the perspective of ecological civilization,clarifying the value and role of cultivated land protection,focusing on new protection demands,and strengthening ecological governance will help China enter a new stage of ecological civilization construction.This paper analyzes the requirements of cultivated land protection from the perspective of ecological civilization,finds that it was really related to the interests of farmers,and expects to maintain the health of cultivated land and ensure food security in the process of using and feeding.The article will earnestly analyze the objectives of cultivated land protection from the perspective of ecological civilization,improve the perfection and systematization of cultivated land protection,and strive to strengthen the construction of ecological civilization at the stage of optimizing the protection mechanism by optimizing the distribution system of cultivated land interests,building special protection funds,promoting the coordinated management of multiple departments,striving to achieve technological breakthroughs,improving legislation based on ecological civilization,and improving the laws of cultivated land protection.
