转变农户意识 推进“厕所革命”

实施乡村振兴战略,是新时代“三农”工作的总抓手,其中生态宜居是为进一步改善农村人居环境,提升农民幸福指数的重要指标。而农村的厕所问题是改善生态宜居的重要工作之一,继续推进“厕所革命”势在必行。但目前,我国的“厕所革命”主要是一种自上而下,由政府主导的行为,这在一定程度上快速地改善农村生活环境。然而,这种自上而下的政府主导型改革也带来后续管理不善,老百姓接受能力参差不齐,新建厕所使用率低,没有做到因地制宜等,使得“厕所革命”的推进遇到一系列新问题。对此,作者通过对云南几个村子的实证调查,提出通过自下而上地转变农民意识来进一步推进农村“厕所革命”。

The implementation of the rural revitalization strategy is the general starting point of the work of"agriculture,rural areas and farmers"in the new era,in which ecological livability is an important index to further improve the rural living environment and enhance the happiness index of farmers.The problem of toilets in rural areas is one of the important tasks to improve ecological livability,and it is imperative to continue to promote the"toilet revolution".But at present,the"toilet revolution"in China is mainly a top-down,government-led behavior,which has rapidly improved the rural living environment to a certain extent.However,this top-down government-led reform has also brought about poor follow-up management,uneven acceptance of ordinary people,low utilization rate of new toilets,failure to adapt measures to local conditions,and so on,which makes the promotion of the"toilet revolution"encounter a series of new problems.In this regard,through the empirical investigation of several villages in Yunnan,the author proposes to further promote the rural"toilet revolution"by changing farmers'consciousness from the bottom up.
