摘要
安全生产和防护直接关系到人民群众生命和财产安全。按照现有的相关规定,生产安全事故发生后必然需要进行严肃问责,而客观存在的复杂情势蕴含着必要的容错机制。本研究提出应基于生产安全事故发生的原因分析,将企业而不是个人作为问责主体。统筹考虑相关人员在职期间安全生产工作方面的履职绩效表现和所做贡献,设计内嵌容错机制的精准问责制,通过将容错机制作为激励的重要手段,实现精准问责和有效问责,来推进安全生产工作的高质量发展。
Safe production and protection are directly related to the safety of people's life and property.According to existing relevant regulations,serious accountability is inevitably required after production safety accidents,meanwhile the complex situations do exist objectively,which contain necessary fault-tolerant mechanisms.This article proposes that enterprises,rather than individuals,should be held accountable based on the analysis of the causes of production safety accidents.Taking into account the performance and contributions of relevant personnel in safety production work during their tenure,a precise accountability system with an embedded fault tolerance mechanism is designed.By using the fault tolerance mechanism as an important means of motivation,precise and effective accountability are achieved to promote the high-quality development of safety production.
