党的对外工作是党的一条重要战线,是国家总体外交的重要组成部分,是中国特色大国外交的重要体现。二十大以后中国特色政党外交继续开拓前进,既有深厚的历史基础,又有充分的现实依据,新征程政党外交将根据党的对外工作的科学定位,突出政治性、凝聚思想性、增强实效性,进一步加强与社会主义国家和世界马克思主义政党的团结合作;加强思想理念和治国理政经验交流,努力塑造党和国家国际形象;紧密配合国家重大外交议程和外交行动,提升在国家总体外交中的地位。在百年未有之大变局加速演变的背景下,中国特色政党外交因时而为、守正创新,需要透过现象看本质,着力厘清一些理论和实践问题:面对美西方非理性的意识形态反华,必须保持战略清醒、坚持底线思维;适时调整优化政党外交方向布局,探索丰富“政党+”模式的新路径;始终坚持党际关系基本原则,积极探索“建设性介入”的有效方式;大兴调查研究,准确把握交往对象的国情、政情和党情,在服务伟大斗争中充分发挥政党外交作用。

The foreign affairs work of the Communist Party of China(CPC)is an important front of the CPC,important part of the China's overall diplomacy,and important embodiment of major-country diplomacy with Chinese characteristics.After the 20th National Congress of the CPC,party diplomacy with Chinese characteristics will continue to forge ahead,with both a deep historical foundation and sufficient basis in reality.Party diplomacy on a new journey,based on the scientific positioning of the foreign affairs work of the CPC,will highlight its political and ideological features,and enhance its effectiveness to further strengthen the CPC's unity and cooperation with socialist countries and Marxist parties of the world,promote the exchange of ideas and practices of governance,project to the international society the images of the CPC and China,and closely align with China's major diplomatic agenda and diplomatic actions to further elevate its position in the country's overall diplomacy.Against the backdrop of the acceleration of the unprecedented changes in a century,the CPC conducts the party diplomacy with Chinese characteristics in accordance with the times,upholds fundamental principles and breaks new ground.It's therefore necessary for us to see the essence through the phenomenon,and focus on the clarification of some theoretical and practical issues.In the face of the irrational ideological anti-China campaign in the U.S.and the West,we must maintain strategic sobriety and adhere to bottom-line thinking.We must timely adjust and optimize the layout of party diplomacy and explore new ways to enrich the"political party plus"model,always adhere to the basic principles of inter-party relations and actively explore effective ways of“constructive involvement”,promote investigation and research to develop accurate understanding of the national,political and party conditions of those we engage,and allow party diplomacy to play a full role in serving thegreat struggle.
