摘要
基于政策工具理论,对我国新时代中央及各省域出台的42份高校教师评价政策样本进行内容分析。研究发现,新时代我国高校教师评价政策工具配置较为完备,政策内容要素较为全面,不同工具比重和内容之间呈现较大差异;仍需加强构建依据不同政策内容科学配置政策工具的框架体系,有效回应“破五唯”时代诉求。高校教师评价政策的制定和执行,可从优化政策工具选择和使用、均衡政策内容要素、动态调整政策组合结构以及开展政策元评价等方面予以完善,从而推进高校教师评价改革。
Based on the theory of policy tools,the article analyzes the content of 42 samples of university teacher evaluation policies issued by the central government and provinces in the new era.The study found that the allocation of policy tools for the evaluation of university teachers in the new era is relatively complete,the elements of policy content are relatively comprehensive,and the proportion and content of different tools are quite different;Moreover,it is still necessary to strengthen the construction of a framework system for scientific allocation of policy tools based on different policy contents,so as to effectively respond to the demands of the"Five Only"era.The study suggests that the formulation and implementation of university teacher evaluation policy can be improved by optimizing the selection and use of policy tools,balancing the elements of policy content,dynamically adjusting the structure of policy mix and carrying out policy meta-evaluation,so as to promote the reform of university teacher evaluation.
