卫生检疫业务制度发展沿革及启示

History development and enlightenment of health quarantine business system

自卫生检疫创世以来,随着时代的发展,业务制度经历多次变革。本文系统回顾了国际和我国卫生检疫业务制度的历史和发展,分析了制度沿革的历史脉络,阐述了制度沿革对当今我国卫生检疫工作的启示。结合目前我国卫生检疫业务工作实际,在顶层设计、精准检疫、人才队伍、核心能力、服务外贸等5个方面提出建议,以推进海关做好传染病疫情防控,确保口岸公共卫生安全。

Since the creation of health quarantine,the quarantine system has undergone many changes with the development of the times. This article systematically reviewed the history and development of the global and China's health quarantine system,analyzd the historical context of the system evolution,expounded the enlightenment of the system evolution for current China's health quarantine work. Combined with the current reality of China's health quarantine work,the paper also provided some suggestions,such as the top-level design,precise quarantine,talent team,core capabilities,service international trade,in order to promote the prevention and control of infectious diseases,and to ensure the public health safety of at points of entry.
