Bridging the“Information Artery”:Using Digital Infrastructure to Assist in the Construction of Digital China

数字基础设施高效联通是数字中国建设的重要基础。基于“技术—经济”分析范式,数字技术变迁并不是连续的,数字经济作为新经济形态具有不确定性、外溢性、非竞争性等特征,数字中国建设需要相应的数字“公共品”——数字基础设施来作为数字经济“起飞”的先行条件。高水平数字基础设施建设可以为数字技术创新提供平台支撑,为构建数字产业集群提供“虚拟”连接,为产业数字化转型降低技术门槛,为完善数字治理体系提供技术保障,从而全面助力数字中国建设。因此,加快数字中国建设需要从完善数字创新基础设施平台,增进信息网络基础设施的普及,加快工业互联网在实体经济中的融合渗透,建设算力基础设施开发数据要素资源,创新数字基础设施投资模式等几个方面构建高水平数字基础设施体系。

Efficient connectivity of digital infrastructure forms a critical foundation for the construction of Digi⁃tal China.According to the“technology-economy”analysis paradigm,the transformation of digital technology is not a continuous process,and the digital economy,being a novel economic form,is characterized by uncer⁃tainty,spillover,and non-competitiveness.Hence,Digital China construction requires corresponding digital“public goods”like digital infrastructure to act as a precursor to the spurt of the digital economy.High-level digital infrastructure construction may offer a platform for digital technology innovation,provide“virtual”con⁃nections for establishing digital industry clusters,lower technological thresholds for industrial digital transfor⁃mation,ensure technical security of digital governance systems,and comprehensively assist in the creation of Digital China.Therefore,accelerating the construction of digital China needs to build a high-level digital infra⁃structure system from several aspects,such as improving the digital innovation infrastructure platform,promot⁃ing the popularization of information network infrastructure,accelerating the integration and penetration of In⁃dustrial Internet in the real economy,building computing infrastructure,developing data element resources,and innovating digital infrastructure investment models.
