Tracking the implementation of major water conservancy PPP pilot projects contacted at the national level

我国政府和社会资本合作(PPP)模式经历了从探索试点到发展普及阶段,水利等有关部门也在不断探索完善水利基础设施PPP路径和相关政策。文章通过跟踪国家层面联系的首批重大水利项目PPP试点进展,总结亮点做法并提炼相关经验,对推进实施过程中存在问题及产生原因展开分析,并提出针对性的政策意见,以期为当前重大水利基础设施PPP的高质量发展提供参考。

China's public-private partnerships(PPP)model has gone through the exploration and piloting period and gained development and popularity.Ministry of Water Resources and relevant departments have been constantly exploring new paths and improving related policies for the application of public-private partnerships in water conservancy infrastructure projects.By tracking the progress of PPP pilot projects of the first batch of major water conservancy projects contacted at the national level,and summarizing best practices and relevant experience,this paper analyzes the problems and causes in the project implementation and puts forward targeted policy input,which can provide reference for the high-quality development of PPP in major water conservancy infrastructure projects.
