关于跨界河流联防联控的思考——以重庆市跨界河流河长制合作为例

Thought on joint prevention and control mechanism of cross-regional rivers:a case study of the river chief cooperation system for cross-regional rivers in Chongqing

2021年12月22日水利部在国务院新闻发布会上指出,我国目前已进入全面强化、标本兼治、打造幸福河湖的3.0版本。在打造幸福河湖的3.0版本中,推进河流的系统治理、协同治理,彻底解决跨界河流不同程度存在的共界河道管护责任不清晰,工作开展只治城区不治郊区、只治上游不治下游、只治局部不治整体等问题,显得尤为迫切和必要。文章以重庆市跨界河流河长制合作为例,对如何加强跨界河流联防联控,推进河流统一规划、统一治理、统一调度、统一管理进行了思考和总结。

China has now entered version 3.0,which aims to comprehensively strengthen,address both the symptoms and root causes,and build happy rivers and lakes,the Ministry of Water Resources said at a state council press conference on Dec 22,2021.In the 3.0 version of building happy rivers and lakes,it is particularly urgent and necessary to promote the systematic and collaborative governance of rivers,and thoroughly solve the existing problems such as ambiguous demarcation of responsibilities for common river channel management and protection of cross-regional rivers,and non-holistic working approaches that only treat urban and upstream areas.Taking the river chief cooperation system for cross-regional rivers in Chongqing as a case,this article discusses and summarizes how to strengthen the joint prevention and control of the cross-regional rivers,and promote the unified planning,governance,diversion and management of the rivers.
