高校平安校园建设机制研究——以福建省调研数据为依据

A Study on the Mechanism of Safe Campus Construction in Colleges:Based on Research Data in Fujian Province

对福建省多所高校及相关政府机构发放调查问卷及进行深度访谈,发现福建省高校平安校园建设已取得一定成效,但也存在组织机制不顺畅、考核评价机制不科学、安全教育机制不健全、风险预警防控机制不够高效、队伍建设及经费保障机制不完善等问题。究其原因,在于缺乏制度保障、缺乏共建共治共享的风险管理理念以及领导不够重视。应以总体国家安全观为指导,以“大安全观”下的共建共治共享平安校园为准则,构建高校平安校园建设机制,通过加强制度建设、完善组织领导和沟通协调机制、改进考核评价机制、构建系统的安全教育机制、提升风险预警防控机制、加强队伍建设及经费保障机制,推进高质量平安校园建设。

Through questionnaires and in-depth interviews with many colleges and universities and relevant government agencies in Fujian Province,it is found that the construction of a safe campus in Fujian Province has achieved some positive results,but there are also problems,such as poor organizational mechanism,unscientific assessment and evaluation mechanism,unsound safety education mechanism,lack of efficient risk warning and prevention and control mechanism,and no perfect team building and funding guarantee mechanism.The reasons lie in the lack of institutional guarantees,the lack of risk management concept of co-construction,co-governance and sharing,and insufficient attention from leaders.Under the guidance of the overall national security concept and the principle of co-construction,co-governance and sharing under the"Macro-security Concept",it is possible to build a safe campus construction mechanism in colleges and universities,strengthen the system construction,improve the organizational leadership and coordination mechanism,improve the assessment and evaluation mechanism,build a systematic safety education mechanism,enhance the risk warning and prevention and control mechanism,and strengthen team building and funding guarantee mechanism,so as to promote the construction of high-quality safe campuses.
