基于IOM模型的互联网医院管理质量评价体系研究

摘要 [目的]归纳互联网医院的医疗质量评价指标,为建立互联网医院质量管理体系提供参考。[方法]应用IOM模型,通过知情人访谈法、专家咨询法和层次分析法确定互联网医院管理质量评价指标。[结果]构建了包含2个一级指标(基础质量、服务质量)、6个二级指标(安全性、有效性、及时性、公平性、患者中心性和高效性)、18个三级指标的互联网医院管理质量评价指标体系。一级指标中,互联网医院的基础质量和服务质量的权重均为0.5,基础质量的二级指标安全性、有效性的权重分别为0.670、0.330;服务质量的二级指标及时性、公平性、患者中心性和高效性的权重分别为0.295、0.248、0.248、0.209。[结论]互联网医院的基础质量和服务质量同等重要,其评价维度的重要性由高到低分别为安全性、有效性、及时性、公正性、患者中心性和高效性。 Objective To summarize the medical quality evaluation index of Internet hospitals and provide reference for establishing the quality management system of Internet hospitals.Methods IOM model was used to determine the management quality evaluation index of Internet hospitals by key informants interviews,Delphi expert consultation and analytic hierarchy process.Results A management quality evaluation index system of Internet hospitals was constructed,which included 2 first-level indicators(basic quality and service quality),6 second-level indicators(safety,effectiveness,timeliness,equity,patient centrality and efficiency)and 18 third-level indicators.Among the first-level indicators,the weights of basic quality and service quality of Internet hospitals were both 0.5.The weights of safety and effectiveness of second-level indicators of basic quality were 0.670 and 0.330 respectively.The weights of timeliness,justice,patient centrality and efficiency of the second-level indicators of service quality were 0.295,0.248,0.248 and 0.209 respectively.Conclusions The basic quality and service quality of Internet hospitals are equally important.The evaluation dimensions are safety,effectiveness,timeliness,justice,patient centrality and efficiency in descending order of importance.
