基于RCEP视角的跨境数字贸易发展机遇及优化进路研究

Research on Development Opportunities and Optimized Path of Cross-Border Digital Trade Under the Background of RCEP

与数字经济相伴而生的数字贸易,正成为引领跨境贸易发展的新兴贸易形态。《区域全面经济伙件关系协定》(RCEP)以开放务实的态度增进了亚太区域数字贸易共识。本文以“现状—前景”为切入点,考察了RCEP视角下中国发展跨境数字贸易在市场规模、业态结构、主体分布、支持政策等方面呈现的良好态势。RCEP协定中的电子商务对话机制、知识产权保护规则、原产地区累积规则、服务贸易信息机制等内容,为中国跨境数字贸易发展提供了广阔前景机遇。同时,中国跨境数字贸易在规则、监管、技术以及协调等维度的阻碍也亟待突破。应基于RCEP框架,着力提升数字贸易规则国际话语权,构建跨境数字贸易的治理体系,锚定数字贸易的中高端价值链,高质量打造中国与RCEP其他国家的“数字丝绸之路”。

Accompanied by the digital economy,digital trade is becoming a new trade form that guides the development of cross-border trade.Being open and pragmatic,the Regional Comprehensive Economic Partnership Agreement(RCEP)has enhanced the digital trade consensus in the Asia-Pacific Region.The paper taking the“current situation and prospect”as the starting point,explores the development of China's cross-border digital trade under the RCEP which has shown a good momentum in terms of market size,business structure,entities distribution,support policies.The e-commerce dialogue mechanism,intellectual property protection regulation,cumulative rules of source areas,information mechanism of service trade and other contents in the RCEP agreement provide broad prospects and opportunities for the development of China's cross-border digital trade.Meanwhile,there are obstacles to the development of China's cross-border digital trade in the dimensions of rules,regulation,technology and coordination that is keen for breakthroughs.Based on the RCEP framework,efforts should be made to enhance the discourse power of international digital trade regulation,in building a governance system for cross-border digital trade,aiming at the medium and high-end value chain of digital trade,and creating a high-quality Digital Silk Road between China and other RCEP countries.
