Talent Dilemma and Solutions for Energy Industry Development Under the Background of Carbon Peaking and Carbon Neutrality Goals——A Case Study in Ordos

本文首先阐述了“双碳”背景下鄂尔多斯市能源产业发展战略,指出在能源产业转型发展中面临着能源人才存量不足、培养错配以及流失严重等困境。应对这些人才困境应充分认识能源产业分布和人才流动方向的不平衡性,在这一事实基础上,充实柔性引才政策、拓宽育人路径以及优化留才环境等方面的措施就成为可行思路。

This paper first elaborates on the development strategy of the energy industry in Ordos City under the background of carbon peaking and carbon neutrality goals,and points out that in the transformation and development of the energy industry,it is faced with such difficulties as insufficient stock of energy talents,mismatch in training,and serious loss.To address these talent dilemmas,it is necessary to fully understand the imbalance in the distribution of the energy industry and the direction of talent flow.Based on this fact,measures such as enriching flexible talent introduction policies,broadening education paths,and optimizing the talent retention environment have become feasible ideas.
