市域社会治理现代化的法治模式及其路径选择——哈尔滨的实践与探索

The Rule of Law Mode and Path Selection of the Modernization of Social Governance in the City——Practice and Exploration of Harbin

市域社会治理是创新社会治理的新概念,是党的十九届四中全会公报中明确提出的行动目标。哈尔滨市于2010年在全国首创法律诊所建在社区、法学专家走近群众、打造第三方矛盾调处平台,探索出了一条市域社会治理现代化法治模式的有效路径,被誉为基层社会治理的“哈尔滨模式”。2020年哈尔滨市推动各类法律诊所向线上发展,开展群众性法律互助活动,打通了基层群众与法律服务之间“最后一厘米”。这种工作机制汇集各种社会资源,扎根基层,研究解决群众急难愁盼问题,在市域社会治理理念现代化、体系现代化和能力现代化方面形成了哈尔滨样板。

Municipal social governance is a new concept of innovative social governance,and is the action goal clearly put forward in the communique of the Fourth Plenary Session of the 19th CPC Central Committee.In 2010,Harbin,the first legal clinic in the country,was built in the community,legal experts approached the masses,and created a third party conflict mediation platform.It has explored an effective path for the modernization of the rule of law model of social governance in the city,which is known as the“Harbin model”of social governance at the grass roots level.In 2020,Harbin promoted the online development of various legal clinics,carried out mass mutual legal assistance activities,and opened up the“last centimeter”between the grass roots masses and legal services.This working mechanism gathers various social resources,takes root at the grass roots level,studies and solves the urgent problems of the masses,and forms a Harbin model in the modernization of the concept,system and ability of municipal social governance.
