福建省数字人民币试点和推广的问题及对策——以福清市为例

Problems and Suggestions for the Pilot and Promotion of DCEP in Fujian Province-A Study Based on the Research of Fuqing City’s Practice

试点和推广数字人民币是建设“数字福建”的重要环节,文章基于此分析了数字人民币在建设福建省数字经济、数字金融和数字政务中的重要作用和意义。通过对福建省福清市试点涉及的相关个人用户、商户和运营机构进行采访调研、数据收集,指出数字人民币试点和推广过程中参与主体(个人消费者、个体户、企业和政府)存在的问题。针对性提出从用户培养上推动数字人民币消费理念构建、从应用场景上完善数字人民币受理环境建设、从数币政务参与上大力拓展数字人民币公共服务运用等建议,希望通过从推广和完善数字人民币的角度丰富福建省数字经济建设的内涵和理论体系。

Pilot and promotion of Digital Currency/Electronic Payment(DCEP)is an important part of building a"digital Fujian".Based on this,this article analyzes the important role and significance of DCEP in the construction of a digital economy,digital finance and digital government affairs.Through interviews and investigations and data collection of relevant individual users,merchants and operating institutions involved in the pilot of Fuqing City,Fujian Province,this article pointed out the problems existing in the DCEP pilots(personal consumers,individual households,enterprises,and governments)during the pilot and promotion process.Targeting has proposed the promotion of the construction of currency consumption concepts in terms of user training,improving the environmental construction of coins from the application scenario,and vigorously expanding the use of public services from currency government affairs to the use of coins.The perspective enriches the connotation and theoretical system of the digital economy construction in Fujian Province.
