基于政策文本量化分析的新疆旅游业高质量发展政策优化研究

Policy Optimization Study on High Quality Tourism Development in Xinjiang based on Quantitative Analysis of Policy Texts

政府制定完善有效的旅游业政策体系是稳步推进新疆旅游业高质量发展的基本保证。借助NVivo 12 Plus质性分析软件,通过词频统计,从政策工具、政策目标和旅游业要素维度出发,构建新疆旅游业政策的三维分析框架,基于该框架,运用内容分析法对新疆发布的88篇新疆旅游业政策进行量化分析。结果表明:政策工具呈现重供给型轻需求型的不均衡状态;政策目标多关注旅游综合保障、旅游治理体系、旅游消费体系和旅游产品方面;旅游要素呈现重“游”“行”“娱”、轻“吃”“住”“购”的不均衡状态。根据以上分析提出具有实际解决意义的相关政策建议,以促进新疆旅游业高质量发展。

A well-developed and effective tourism policy system by the government is a fundamental guarantee for steadily promoting high-quality tourism development in Xinjiang.With the help of NVivo 12 Plus qualitative analysis software,a three-dimensional analysis framework of Xinjiang’s tourism policies was constructed through word frequency statistics and from the dimensions of policy tools,policy objectives and tourism elements.The results show that:the policy tools are unbalanced in terms of supply-oriented rather than demand-oriented;the policy objectives are mostly focused on comprehensive tourism protection,tourism governance system,tourism consumption system and tourism products;the tourism elements show an emphasis on“tourism”,“travel”and“entertainment”,rather than“tourism products”;the policy objectives are mostly focused on tourism comprehensive protection,tourism governance system,tourism consumption system and tourism products;tourism elements present an unbalanced state of emphasizing“tourism”,“transportation”and“entertainment”,while lightly emphasizing“food”,“accommodation”and“shopping”.Finally,based on the above analysis,we propose relevant policy recommendations with practical solutions to promote the high-quality development of tourism in Xinjiang.
