高校院(系)党政联席会议制度运行的现状、问题与对策

Current Situation,Problems and Countermeasures of the Operation of the Party and Administration Joint Committee System in the Faculties of Universities

随着中国高校现代大学制度的探索和逐步完善,对院(系)党政联席会议制度进行研究具有重要的理论和现实意义。应用内容分析方法,从议事范围、议事决策原则和程序、议定事项执行与监督三个方面,对19所“双一流”建设高校院(系)党政联席会议政策文本进行了量化分析,探究了高校院(系)党政联席会议制度运行现状和存在的问题,并提出了优化对策。

With the exploration and gradual improvement of the modern university system in Chinese universities,the study on the party and administration joint committee system of faculties has important theoretical and practical significance.In this article we conduct content analysis to quantitatively analyze the policy texts of the party and administration joint committee of 19“Double First-Class”universities in terms of the scope of discussion,the principles and procedures of decision-making,and the implementation and supervision of agreed matters.Based on our analysis,we explore the current situation and existing problems of the party and administration joint committee of faculties in universities,and propose optimized countermeasures.
