浅析石化企业基于风险的直接作业环节过程安全管理

ON PROCESS SAFETY MANAGEMENT OF DIRECT OPERATION BASED ON RISK IN PETROCHEMICAL ENTERPRISES

汇总某石化企业近年来发生的事故,结合石油化工企业生产风险及事故特点,对直接作业环节事故占比事故总数情况进行了分析,并提出基于风险的过程安全管理措施,重点对边生产、边施工作业前危害识别和风险评价、许可证管理、承包商准入、施工人员资质、教育培训、机器具检查确认、施工过程监督检查等方面提出管理措施,确保直接作业环节风险受控。

Based on the summary of accidents in a petrochemical enterprise in recent years,this paper analyzed the proportion of accidents in direct operation link to the total number of accidents combining with the production risk and accident characteristics of petrochemical enterprises.It put forward risk-based process safety management measures with a focus on hazard identification and risk assessment,license management,contractor access,construction personnel qualification,education and training,machine tool inspection and confirmation,construction process supervision and inspection,and other management measures before construction operations during production and construction.Such management measures are taken to ensure that the risks of direct operations are under control.
