基于自然资源大数据的一体化信息平台设计与实现——以上饶市广信区为例

Design and implementation of integrated information platform based on big data of natural resources:A case of Guangxin district,Shangrao

本文以上饶市广信区为例,以自然资源大数据为支撑,提出并构建县域自然资源一体化信息平台。以信息化创新驱动自然资源治理体系和治理能力现代化为主线,建成以自然资源三维立体“一张图”、自然资源一体化政务审批系统、国土空间基础信息平台、自然资源大数据监管平台为支撑,面向监管决策、政务服务和调查评价的自然资源信息化体系。全面提升自然资源动态监测与态势感知能力、综合监管与科学决策能力,增强基层自然资源部门政务“一网通办”与开放共享能力,实现自然资源管理的一体化、精细化和智能化。同时,平台建设对其他地区的自然资源信息化建设工作具有一定的借鉴意义。

This paper takes Guangxin district,Shangrao as an example,under the support of natural resources big data,proposing to build an integrated information platform of natural resources in the county.With information innovation as the main line to drive the modernization of natural resources governance system and governance capabilities,this paper builds up a natural resources informatization system aiming at regulatory and decision-making,government services and surveying and evaluation and with the support of natural resources three-dimensional"One Map",an integrated government approval system for natural resources,a basic information platform for national land and space and a natural resources big data supervision platform.It can comprehensively strengthen the dynamic monitoring and situational awareness of natural resources as well as comprehensive supervision and scientific decision-making capabilities,and comprehensively enhance the"integrated online platform"and open sharing capabilities of government affairs of grass-roots natural resources departments,and finally realize the integration,refinement and intelligence of natural resources management.At the same time,the construction of the platform has certain reference significance for the construction work of natural resources informatization in other similar regions.
