编制和实施自然资源信息化地方标准的思考

Some thoughts on compiling and implementing local standards for natural resources informatization

自然资源信息化地方标准作为国家标准和行业标准的有益补充,在地方自然资源主管部门开展的自然资源调查监测、统一确权登记、合理开发利用、国土空间规划等重点工作中发挥了积极作用,迎来了良好的发展机遇和环境。但在快速推进过程中,也遇到了发展程度不一、数据标准不统一、执行力度不够、公开渠道不畅通等一系列问题。本文结合实践,提出强化地方备案和审查机制、促进各层级标准协调配套和共同发展、加强地方标准宣贯和监督、建立地方标准公开和反馈渠道等几点思考与建议,供相关工作者参考。

As a useful supplement to national standards and industry standards,local standards of natural resources informatization have played an active role in the key work of natural resources investigation and monitoring,unified confirmation and registration of rights,reasonable development and utilization,and territorial space planning carried out by local natural resources authorities,which ushered in a good development opportunity and environment.However,in the process of rapid development,there are also a series of problems,such as varying development degrees,inconsistent data standards,insufficient implementation,and impeded open channels.This paper puts forward some suggestions,such as strengthening the local record and review mechanism,promoting the coordination and common development of standards at all levels,strengthening the dissemination and supervision of local standards,and establishing the publicity and feedback channels of local standards,for references of relevants workers.
