浙江省事业单位工资管理政策分析

摘要 优化工资分配制度是事业单位人事制度管理的重要环节,也是激励事业单位人才创新创业的制度保障。文章对2000年以来浙江省事业单位的工资管理相关政策进行梳理,将其发展分为四个阶段:探索事业单位分类下的工资管理,总量核定下的分级分类管理,规范、完善绩效工资总量管理,总量核定基础上水平动态调整。浙江省事业单位工资管理的政策实践表明,事业单位工资管理存在以下问题:以财政保障比例方式进行工资分类管理尚未实现应有激励;现行绩效工资水平调整还不足以体现不同行业特点;绩效工资总量分类标准如何适用需要进一步探索。完善地方事业单位工资管理,应当考虑行业特点,落实事业单位分级分类管理制度;建立分行业事业单位数字化公益性评价体系;将绩效工资分类标准与单位经济运行相匹配;搭建事业单位数字化薪酬管理平台。 Optimizing the wage distribution system is an important component in the personnel system management of public institutions,and it also serves as a system guarantee to promote innovation and entrepreneurship among talents in public in stitutions.By sorting out the wage management policy texts of public institutions in Zhejiang province since 2000,policy development can be divided into four stages,including a stage of exploring wage management under classifi cation of public institutions,a stage of hierarchical and classifi ed management under total amount verifi cation,a stage of standardizing and improving total amount management of performance-related wages,and a stage of dynamically adjusting wage levels based on total amount verifi cation.The practice of wage management policies of public institutions in Zhejiang province has shown that there are tough problems in wage management of public institutions:it is difficult to achieve sufficient incentives through classifi ed wage management based on financial security ratios;current performance wage level adjustment is difficult to reflect the characteristics of different industries;apply the classification standard of total performance-related wages needs further exploration.To improve the wage management of local public institutions,we should consider the characteristics of the industry and implement a hierarchical and classified management system for public institutions;establish a digital public welfare evaluation system for public institutions by industry;match the classifi cation standard of performance-related wages with the economic operation of the public institutions;build a digital wage management platform for public institutions.
